Social Democrats education spokesperson Jen Cummins will tomorrow introduce the School Meals Nutritional Standards Bill 2026.

Deputy Cummins said:

“This Bill is about ensuring that every child who receives a school meal through a State-funded scheme can be confident that the food provided meets clear, evidence-based nutritional standards.

“The expansion of the Hot School Meals Programme has been one of the most significant social policy developments of recent years. Thousands of children across Ireland now benefit from a hot meal during the school day.

“As this programme continues to grow, it is essential that the nutritional quality of those meals is protected and placed on a clear statutory footing.

“At present, nutritional standards exist as guidance. My Bill would require the Minister for Health to introduce regulations establishing nutritional standards and related requirements for school meals. These regulations would address matters such as age-appropriate portion sizes, the balance of food groups within meals, cooking methods, permitted drinks and the availability of dietary options.

“The legislation would also ensure that these standards are enforceable through the Food Safety Authority of Ireland.

“Good nutrition is fundamental to children’s health, wellbeing and educational outcomes. We know that children learn better when they are properly nourished. We also know that healthy eating habits developed in childhood can have lifelong benefits.

“This Bill is about ensuring consistency, accountability and quality across a programme that is receiving substantial public investment and plays an increasingly important role in children’s lives.

“Many other countries operate school meal systems under statutory or regulatory nutritional frameworks. Ireland should do likewise.

“I am particularly pleased that this is the first piece of legislation I am bringing before the Oireachtas. It reflects a simple principle: every child deserves access to a nutritious meal that supports their health and development and that will accommodate their learning.

“I look forward to engaging constructively with colleagues across all parties and groups to advance this important legislation.”
