This is a very significant admission of failure.<\/p>\n<p>\u201cThe review conducted last year showed that only 37% of permissions had been activated \u2013 this was much lower than expected. Last year, the Minister for Housing said that an activation level of about 80% would be acceptable.<\/p>\n<p>\u201cThe SHD process is bypassing local authorities, undermining City and County Development Plans and failing in its key objective of delivering housing on scale.<\/p>\n<p>\u201cThe SHD process is fundamentally flawed. It needs to be scrapped.
