Social Democrats co-leader R\u00f3is\u00edn Shortall TD has welcomed today\u2019s adoption by the government of the Sl\u00e1intecare health reform \u2013 but questioned its urgency in implementing it.<\/p>\n
Deputy Shortall, who chaired the cross-party Oireachtas committee which produced the ten-year reform blueprint, said:<\/p>\n
\u201cThe publication by the Minister for Health today of a Sl\u00e1intecare Implementation Strategy is to be welcomed for what it is \u2013 a resounding endorsement of the plan and a clear acknowledgement that our health system is dysfunctional and needs to undergo wholesale reform as envisaged in Sl\u00e1intecare.<\/p>\n
\u201cIt\u2019s now 15 months since Sl\u00e1intecare was published with cross-party support \u2013 and enough time has already been lost. There are many thorny issues that must be grappled with in implementing the Sl\u00e1intecare blueprint.<\/p>\n
\u201cThe public needs to see early evidence that the government is serious about its commitments. That means reducing intolerable waiting lists for health services and cutting health care costs, which are a real barrier for people in accessing decent healthcare. The Minister hasn\u2019t been specific enough on these, and that is disappointing.\u201d<\/p>\n
Deputy Shortall added:<\/p>\n
\u201cI have some concerns about the lack of clarity and detail in relation to the reform programme in today\u2019s strategy. For example, no commitment was provided today to funding of the \u20ac3bn transition fund envisaged in the plan. We also need to see substantial urgency in delivering a new GP contract.<\/p>\n
\u201cI am also concerned about the Ministers\u2019 use of the term eligibility in relation to how the plan will be delivered. Sl\u00e1intecare recommends a legal entitlement to universal health care to be rolled out across the population.<\/p>\n
\u201cWe can only judge the government\u2019s commitment to Sl\u00e1intecare when we see a firm commitment to ongoing funding. The reforms outlined in Sl\u00e1intecare will only happen if the reform process has a dedicated funding stream of its own \u2013 it can\u2019t take money away from frontline services. This needs to be provided for in October\u2019s budget and subsequent Budgets.\u201d<\/p>\n
