Social Democrats TD Rory Hearne will introduce a bill tomorrow (Wednesday, March 25) to give people a constitutional right to housing.

Deputy Hearne, who is the party’s housing spokesperson, said:

“I am introducing my bill at a time when evictions and homelessness are at record levels. There is no mention of a right to housing in any housing policy currently being put forward by the Government. Instead, they are intensifying their approach of treating housing as an investment asset for institutional investors.

“My Right to Housing Bill 2026 offers an alternative way of treating housing as a fundamental need, public good and human right.

“Including a right to housing in the Constitution, by holding a referendum, would put an obligation on the Irish State and the Government to ensure that all citizens have access to a decent, secure, affordable home.

“There have been several right to housing bills produced in recent years. However, this legislation is different insofar that it includes wording from the Housing Commission report, which has not been used in a bill to date.

“This will also be the first right to housing bill introduced during the 34th Dáil. If passed in a referendum, it would be the 41st Amendment of the Constitution.

“A right to housing is essential if we are to tackle this social and economic catastrophe. It is shameful that hundreds of thousands of people in Ireland lack a safe, secure and affordable home. Yet, having a home is central to our very existence, our physical health and psychological wellbeing.

“Access to adequate housing is also crucial for family life and child development. It is where children grow up and fundamental social relationships are formed and sustained.

“As Ireland’s housing emergency goes from bad to worse, I am urging TDs from all parties and none to support my bill.”
